Skill shortages are thus complex labor-market imbalances rather than simple deficits in worker numbers. They must be identified through multiple indicators, including vacancies, employer surveys, wages, workforce data, and long-term forecasts. Effective solutions should address both the supply of skills and the quality and organization of work.
