Although the Fraser government abolished it in 1981, the Hawke government revived the concept in 1983 with the Prices Surveillance Authority, which monitored and held inquiries into the pricing of petrol, groceries, cement, beer and domestic airfares, and could compel "declared" companies to notify it of price rises. This machinery complemented the Prices and Incomes Accord negotiated with the trade union movement, which traded wage restraint for a strengthened social wage and vigilant oversight of prices. In 1995 the Authority was merged with the Trade Practices Commission to form the Australian Competition and Consumer Commission, which has continued the surveillance tradition through formal inquiries into petrol prices, grocery costs, and more recently gas and electricity markets.
Fuel has been a particular focus of consumer protection. In 2001 Western Australia introduced FuelWatch, requiring petrol retailers to notify their prices a day in advance and hold them fixed for twenty-four hours, a model that demonstrably gave motorists the information to buy at the bottom of the price cycle. The Rudd government attempted to nationalise the scheme in 2008, though the legislation was defeated in the Senate. The Commonwealth has instead relied on ACCC monitoring of price cycles and the promotion of real-time price comparison tools. More directly, in March 2022, as global oil prices surged following Russia's invasion of Ukraine, the federal government halved the fuel excise for six months, delivering a 22.1-cents-per-litre cut at the bowser—an explicit, if temporary, intervention to protect households from a commodity price shock.
The energy crisis of 2022–23 prompted the most far-reaching consumer price intervention in decades. Building on earlier measures—Western Australia's domestic gas reservation policy, the Australian Domestic Gas Security Mechanism of 2017, which gave the resources minister power to restrict LNG exports during shortfalls, and the 2019 Default Market Offer capping standing electricity prices—the Albanese government in December 2022 imposed a twelve-month cap of $12 per gigajoule on uncontracted wholesale gas and collaborated with New South Wales and Queensland to cap coal prices at $125 per tonne. These caps were paired with billions of dollars in targeted bill relief for low-income households, jointly funded by the Commonwealth and the states. Notably, the intervention was deliberately temporary and targeted, reflecting hard-won lessons from the wool debacle.
Taken together, this history reveals a clear trajectory. Where Australia once attempted comprehensive control of commodity prices through single desks, buffer stocks and guaranteed floors, it now favours market-compatible tools: transparency, competition oversight, time-limited caps and direct assistance to vulnerable consumers. The constant across a century of policy has been the conviction that volatile commodity markets, left entirely to their own devices, can inflict unacceptable harm on ordinary Australians—and that government has a legitimate role in softening the blows.
